I'm sure a lot of people have no idea what this really means

Because to be honest with you "21% more damage" is awfully misleading because this means if my primary is 600 damage, then I should hit 600 + 600*.21 damage.

However this really means is 600 + 350*.21 damage which is not only worse but also misleading because it makes no sense.

These skills should be updated to something like

"Adds 21% of Weapon Damage to your attack"

but then it's still a bit weird, but this should be fixed.

Supported, it seems someone failed their Math test and English test in College lol, no wonder it’s misleading. It wouldn’t take a genius to figure that out.

Yeah, Supported.

Something else I would like to this topic. All skills' translated descriptions haven't been update for a long time (I would even say maybe since delta).
This bring many confusions to people who don't speak english or who actually believe in the translated descriptions.

I got the game in spanish (cause it's my main language, and everytime I put it on english it backs to spanish when I log out) and It has a lot of mistakes.
Check some examples out:

-Stun gun passive: Spanish version says 5% stun chance. It should be 7%.
-Chairman's fury: Steal 25% rage. Which should be 35% and also say it deals 100% damage.
-Massacre: We know how it works, spanish version says nothing about giving lifesteal.
