Similar to Legendary Shops, there should be areas in which only Level 40 people can go to, just Level 40, no lower levels

Pretty sure there are some areas locked behind missions and I'm not so sure that low levels can beat those missions, just off the top of my head, the area with nightmare captain is one of them. In the past there was a level 15+ area at Lawman, but eventually that restriction got removed.
