Is this the time to open it again? Slowly the player base increased with NW giving us updates. Now with those updates and the gift event the server base increased at least as what I could see to around 600 players. Maybe for server numbers this isnt much because the limit is in 1k. However, for gifting its quite much. When we want to find a place to gift with our friends, we find that most worlds are almost full. Its hard to find a empty world to all our friends. If exile server was open we would be able to move and make our own gift party.
