Brief Description:
I forced someone to strike while he had the Armored Roots (Active armor core). He did't strike, instead of it, he used surgical strike........

Step by step details to duplicate issue:
1) Opponent (mercenary) use Armored Roots
2) Use Azrael's Will
3) He use surgical strike

Extra details:
Armored roots says you are unabled to use meele attacks. However, is such a crazy idea to make him use his ultimate skill, make him use gun or aux instead.

i'm pretty sure your force got cancelled and he got to choose his move freely

It might be a good reason, but what makes me doubt is that he automatically used surgical, As soon as it was his turn. And he wasn't playing so fast the turns before.
If the force got cancelled then I guess they should disable force when someone has this core active. In other way you might lose energy and damage for nothing.

Yeah, in this instance azrael’s will actually does nothing.

It’s not like he’s going to run up to you when he’s forced to strike when he actually can’t.

Disable force for when they armored roots? No, just work around it. Now that you know, hopefully you won’t do it again.

It’s like how they made shards unusable when your opponent has 0 energy but what if you know they’ll gen so you want to shard? Too bad.

Locking up as the question has been answered and this is not a bug. The Armored Roots core effect disabled the Azrael's will core similar can be seen with other cores such as Ice Shield having a 100% block chance yet some other cores with an 'unblockable' attack been able to get through. Locked up!
