These armors are really cool and deserve to have the core unlocked like Delta Knight did

I agree

Didn't he say that Delta Knight was just a test? Well, I think it's exceedingly clear that it was a huge success, seeing as people actual wear it now, and for more than obvious reasons. I don't know why its taking him so long to give the green light on the other equipment.

I agree with the view.

But as far as I know this isn't be done and @NDB you can't really make a comparison between Delta and Frost Armors, Delta is Ultra Rare and got some serious value to the game while Frost Armors are just like an ordinary armor which comes back after every year. So, even if they remove it or not will make any hard difference. If they remove it then:
1. It will be like an ordinary armor like every mutating armor.
2. There will be no essence to the armor left.

This armor is known for its Core and yeah its better if they increase its chance of making Frost Bite chance from 15% to 40% or another option is that keeping the chance same and instead of Strike make it happen on all attacks that use primary weapon hitting enemy body like: Parasite, Bludgeon, Frenzy, Double Strike, Berzerker, Maul etc which eventually touched the body of enemy using primary weapon.

I mean, is there really any essence to any weapons or armor anymore? There are a select few that have have unique cores, but vast majority are just for look. It is sad, but at this point might as well go full dress-up and let them all be customizable.
