NDB -> Rogue Rallies at Reset (6/21/2019 0:13:02)

There's one right now right at reset. The gap is only 11,000. The notification doesn't show up unless I relog. Probably a bug in the rally time counting system at reset. Not the first time I've seen it. Not sure how to prove it better, but I think most people who pay attention have noticed it by now.
What I've observed: They always happen at reset. The gap is never big enough to be able to trigger one. The notification doesn't show up, nor does it say "War Rally" on the war bar UNLESS you happen to relog during the time. You wouldn't know unless you did. They don't see to last the full 60 minutes.
