think this well help balance classes. no more having all classes with the same skill set have the same cd or damage/health. like tm health 3 cd and others at 4. or tm reroute 50% give dmg taken and tlm 40% damage taken. like that. am say is really good. please if suggestions comment

Why wouldn't you think of a completely new Skill instead of the same repetitive Skills with different requirements? However, it wouldn't harm any classes if we change requirements alongside but I better insist of a new SKILLS instead of old repetitive one.
