You could bring a weapon with reduced damage but with extra stats. For example at lvl 40 (in the case of a primary) it could have 200 damage instead of 350 damage but 40 stats intead of 28.
Also could do the opposite, 425 damage and 10 stats.

Now guns scale with strength, right, you could add auxs or/and guns which had a passive which made them increase with dex instead of their current stat. That could be a good buff for dex, they might use gun and aux increasing with dex. I'm just bringing the idea, then you test the correct damage for each weapon.

That's a neat idea actually, I'd be interested to see how that comes out.

It's like a way in adding back old weapon stats into the game where some weapons had more stats than the others and sometimes more or less damage.
