I would like to suggest win streak achievement through pvp for 1v1 and 2v2 except jugg(cuz jugg is player vs npc mode)
15 win streak - 500 ratings
30 win streak - 1500 ratings
50 win streak - 3000 ratings
it will encourage players to play alot and play smart if they're trying to get the achievement.

First two questions that come to my mind after seeing this, when are there the least players online and how do I approach this to get to fight as many NPC opponents as possible in 1v1 and 2v2.

for those who aren't on at the cap I can totally agree with you seeing as they would get NPC's. For cap level players however no so much.

@ OP

Something like this would at best promote people using FOTW builds and further dampen creativity in battles which is something that shouldn't be happening. It would be one thing if there was a big enough player base to get variety, however when the player base is this small adding something like this wouldn't help at all.
