I did check the wiki before I posted a bug report, you know!
All jokes aside, I combed the entire dread plains, and while tower East is gone, there is a tree in the mid east room that matches it- and yet, with the mission active, nothing.
I promise that I don't post bug reports without being absolutely sure there's a bug. That aside, thanks for the help, and it's nice to see such a fast response time.
I hope to complete this soon, and your obvious dedication makes me feel a lot better about my chances of doing so.

(Edit: I forgot to mention that the plutonium is also missing; this is something that is much easier to find - the barrens outpost exile soldier is in a very distinctive room - and yet it's also not there.
Maybe the mission just isn't activating its temporary items for some reason?)
