Does the Ultimate Darkness Gem, have a low drop rate or do they just not drop consistently?

Their rate is absolutely horrible, as it can generally take a couple minutes to get just 1. There's no confirmed rate, but it's safe to assume it's somewhere between 1-3%, although my bet is on the lower half of that.
