1. /icestormarena, farm in the room with icy winds. When you reach lvl 75, go down 1 screen and farm the frost spirits.
2. That question has quite a few answers depending on what you are looking for: free? paid/ac? seasonal?

All Calender Classes (requires calender or 6k ac)
Void Highlord (free/require lots of farming)
Light Caster (1k ac/seasonal/moderate farm)
Legion Revenant (lots of farm+legion)
Dark Metal Necro (free/seasonal)

Necromancer (not as good but its free)
