Either you use the Buyback Shop, which can be found in Account Management (may not be possible if you turned in BLoD for Drakath's Armor within a certain period after release due to the Buyback shop not counting items used for quests/from quests within a specific time period, or something along those lines) or if it's not in the Buyback, you have to farm the Orbs and Auras for the last quest again to get the Note, in order to access the Book of Lore Badge Shop.
Since it was in 2013, I doubt you would have kept the Blinding Weapons since they weren't AC tagged at the time (the AC tagging extravaganza happened in October 2016, which includes all BLoD, SDKA, mostly all Nulgath Reagents and rewards, and many other items), but at the very least you don't need to go through the initial 10500 Spirit Orb grind again, because you have access to the Ultimate Weapon Kit quest, which should be able to give you the Bright Auras you need for a Metal of Destiny relatively quickly. The only real issue is doing the daily Mine Crafting quest again and hope you get the right metals, especially Copper, since the Mace saves a bunch of time on the last quest's requirements.
