This is not a bug. Tomix Saga: Aspar takes place during the time when the Void is corrupting Ravenloss (i.e. the default version of Ravenloss in Book 3). Only after completion of the Saga does Ravenloss become unvoided, unlocking various new locations, quests, and dialogues.
The Timeline was created to easily navigate sagas chronologically, and thus returning to Ravenloss before it was unvoided via the Timeline makes sense. If you have completed Tomix Saga: Aspar, you can travel to Unvoided Ravenloss via the "Just Chillin'" or "Hero meets Secundus" nodes further along the Ravenloss line, which chronologically take place after Tomix Saga: Aspar. The Book 3 Travel Map takes you to whichever instance of Ravenloss you have unlocked.
The entry for the Fire Paradigm has Unvoided Ravenloss listed as its only access point. Locations that can be accessed via either version of Book 3 Ravenloss have both versions listed, i.e. Dakarai House Items.
