I have been having some pretty good luck with gold donations so I am looking for high gold items to buy. I know about the sub-race and War Legacy. Any other 98 million stuff?

Any of the double skill/sub-race armors but sub-race is quickest, everything else should be behind quests.

the top armor being War's Legacy at 121,025,834

edit: Torontosaurus Rex is still in the LTS

Demonmancer Plate is at the same price point but not need to count that. That should be everything.
