So I read that ranger get a 15% bonus damage when we invest equally in both STR and DEX, but doesn't that mean that my arrow skills that does pierce damage will not benefit from the STR stat? Since ranger has a higher crit damage is it better to go full LUK?

That 15 % bonus damage affects all of your skills. So your arrow skills will do 15 % more damage plus, if it is a non-crit, your str/10 % more damage too. So if you use ranger, STR/DEX is much better for damage than LUK/DEX. LUL also doesn't increase your crit damage, INT does.
