I'm changing my build from a pure warrior to an annihalator hybrid (200 STR INT DEX, 0 END, 150 LUK) but since I'm only level 127 I'm left with only 30 LUK. What use does the stat actually have and does it have a large impact on damage? Would it be more beneficial to level up END instead of LUK?

First of all, in case you're unaware, the stat cap has been raised to 250. A non-pyre hybrid should probably go for 250 Str/Int/Dex in the endgame.

As for Luck itself, it's the preferred stat of most pure builds. It has several minor benefits, such as increasing your block rate and accuracy as well as a 10% chance of dealing extra damage, but most pick it for the initiative bonus which allows you to go first in battle.
