Weapon-based skills locked to armor element get elecomp bonus to cost - they cost less sp the worse their elemental modifiers are. Samukematsuri Samurai has good defence against ice (51), the element you'relikely to use the skill against, while Headless Horseman has a bad one (100) - hence the lower elecomp bonus and higher cost.

Samurai's fire skill is best paired with Light resistance of (41-25)/14 *88/80 *100/70 due to being Neutral alignment on the Wheel = 1.796 -.18 = 1.616, which is close to 1-(152/392) = .6122 Horseman's fire skill is best paired with Fire resistance of (39-25)/14 *88/86 *130/70 due to being Opposite alignment on the Wheel = 1.900 -.18 = 1.72, which is close to 1-(111/392) = .7168
