Static charge isn't scaling to +1% per 5 Tech, its currently scaling to 20/3 Tech, it needs to be corrected.

I think that the skills might be affected by diminishing returns. So until certain point it goes up by 1% per 5 Strength, when you reach that limit, it probably starts going up by 1% every 6 Strength and so on.

For example, the new CH skill seems to be affected by diminishing returns.
It upgrades every 3 support until you have 77 support.
After that it upgrades at 81, 84, 88, 92, 96 and every 4 support continues until 140.
After that the next one is 5 points to 145 and after that continues every 4 support like 149, 153, 157 all the way until stat points run out

Tech = energy%
55 = 74%
61 = 75%
66 = 76%
72 = 77%
77 = 78%
83 = 79%
89 = 80%
96 = 81%
103 = 82%
109 = 83%
116 = 84%

At 55-83 it alternates between 5 and 6 Tech per 1%
At 83-116 it alternates between 6 and 7 Tech per 1%

If anyone can confirm Merc's Static Smash, Bounty's Static Grenade, Tech Mage's Assimilation doesn't have diminishing returns, then Static Charge needs to be changed.

From what I observed from checking another player, Tech Mage's Assimilation at 110 Str is 135 Energy, which is less than the Wiki's 110/1.25 + 55 = 143 Energy, that is probably the diminished returns.

Diminishing return brackets for skills are 0-55, 56-85, and 86+, which is the same as the secondary stats (with the exception of Primary, which was recently changed).

However, the diminishing returns factors (the reduction in scaling rate at each bracket tier) for skills differ from those of the secondary stats (i.e. Primary, Sidearm, Auxiliary, Robot, Def/Resis).

The scaling factor listed on the Wiki is the base factor and only applies to the first tier (0-55).

For your convenience, I'll make a table of the tiers:

Tier 1 (0-55): Base (as stated on the Wiki)
Tier 2 (56-85): Base*1.1
Tier 3 (86+): Base*1.35

The base scaling rate for Static Charge is 1% per every 5 tech. At tier 2, it diminishes to ever 5.5 tech. At tier 3, it diminishes to every 6.75. This explains the odd scaling behavior that you observed.

As far as I know, all skills should have diminishing returns. I haven't checked each one to make sure, though, so if you think Static Smash, Static Grenade, Assimilation don't then, yes, that may be a bug. But now that you know how diminishing returns for skills work, you should be able to check it yourself. Hopefully, this was helpful.
