Why is the drop rate so insanely low for a random chance quest turn in this is low enough as to be unobtainable simply do to mechanics of rng for the turn in why isn't it that taken into account? Like it would be one thing if it was the only possible drop but since it's not it's actually lower simply based on the fact that other items have higher chance of showing up. I guess as an example let say you have deck of 52 card you always have the same chance of drawing the card. But in the case of this quest this isn't the case cause certain items have basically been filtered as to not show up as often.

Whether it would be the only drop from the quest, or if there was a billion different possible drops doesn't affect anything in this case, since every time you turn in a quest with the reward format of "You may receive at random", it rolls the chance for every single item on the list independently of every other item. If you get or don't get other drops wont affect the drop chance of another item, whether it's a higher or lower percentage chance.

Unidentified 25 as well as a couple other items from The Assistant are 1% drops, which means the realistic variance of turn ins required is far greater than let's say a 10% drop. This large variance also makes some items seem impossible to get because it's easier to be unlucky and spend possibly 200-300 or even more turn ins to get the desired item. Compare that to the aforementioned 10% drop which even if you are extremely unlucky likely wont put you over 30 or so turn ins.

What you are thinking of is the quest reward format of "You will receive one of" with differing drop rates for different items, in which case yes, the more items you have on that list, the lower the chances are of getting a specific item since you can only get 1 item per turn in.
