Is this still considered useful enough to take up a slot in an active inventory for a pure mage?

Not really, truth be told. The bonus is fairly minor and nearly matched by many other items.

Still, it's an omni-elemental multiplicative spell booster, so if you're the kind of perfectionist who min-maxes those last 1-2%, you can use compression weapons or imbues to make up for the extra slot.

It's a great compression spellbooster and the only known spellboosting weapon that can boost Void/Harm/Healing spells. Within the elemental wheel, there are far better options, such as the magestaves for each element and other spellboosters available through GGBs.
