I remember reading something way back then explaining about getting war rewards. Top 25 and 50 is easy enough to remember, but the one about the individual kills, I can't always seem to remember thanks to my abysmal memory. So do individual war kills mean character kills?

Yes this refers to character kills, estate kills do not count in this calculation.
