What is the PM status bar at the bottom of our Inbox?

When I go to my inbox at the bottom there is a "PM status box" with 0% 50% and 100%. What is this? My status bar is at 50% so does it mean I should do something?

I believe it means how much space you've used/have remaining. Your inbox should be emptied out regularly so you never run into a case of not getting a PM or sending one.
