There are currently three permanent ways to farm Defender's Medals, however do know that they are considerably less efficient than farming in ongoing war events; the two mentioned above, as well as in the Bandit Ruins, a reimagined version of the Bandit Camp which is accessible from the Odd Jobs board in the Book 3 Falconreach Inn. The quest is rather long, and there is only a 20% drop rate for Defender's Medals, but it doesn't cost anything to try unlike the Endless Invasion, in fact you will probably gain a fair bit of gold in doing this.
Of the three, the Proclamation War is probably your best bet; it has the lowest chance, yet it's by far the fastest, and the other drop (Proclamation Medals) will be useful at some point in the future. Definitely stick around for the next war event, though!
