i just bought this weapon and was wondering how to trigger its special effect

Are there Any items /weapon/armor that can cast panic?

It would waste if i cant trigger its special

Werepyre subrace has a quickcast skill that inflicts panic.

The new Dragonlorn Quest has a token misc that inflicts Fear too. There will be other items for other builds for the saga so I wouldn't get this just yet.

does fear works to trigger its effect?

i tried using my Terror armor skill but it doesnt work.

He meant panic, not fear.

It can be quite confusing :p
