Did they lower the chance of encountering one even further than before or something? I did 10 runs so far and i haven't encountered a single Grakma WITH the tracker on [:@] EDIT: 15 runs EDIT 1: First creature of the 18th run is a Grakma...what gives - this is impossibly rare.

I think you've just had a very bad case of RNG. I've done that quest a few times, and while it doesn't pop up every time, I've never had a streak that long.
