Has anyone been able to collect all memory fragments from the First Weaver saga? If so, then what exactly happens? If all memory fragments are obtained, what memory do you guys think is formed?

Yes, there are numerous people that has obtained and kept all the memory fragments.
There's no real use for them now, but the speculations are that these will be used to train for the skills of Fleshweaver.

It's been 4 years and all we have with regards to fleshweaver is a concept art and a short gif of the character standing still. If you are running low on bag space then just sell it. The chance of it being useful anytime soon is very low.
