Sigil-Sustained Ice: It comes from the golems at the wall in part two of Frostgale master craft set.
Hyperporcine Tallow: From the boss at the end of the Ep-pig set quest. Talk to Hans in Battleon, Cysero Returns Again.
Cyclone Wyvern Venom: From Cyclone Wyverns, found one at the Wyvern Rider War.
Draconic Swim Bladder: From water dragons, there's a guaranteed one in the Dragon Challenge in the Guardian tower if you're a guardian.
Moglinoid Ectoplasm: From Moglin Ghosts- not the Fiery or Icy variants, the normal Wind ones. You can find them in the Dragonlorn Keep quests, most easily in the first and second wings.
Rafflesia Goggbladder: From the Gogg boss at the end of The Greatest Warrior one. Talk to Sage Uldor, Burning Question. Also, as a side note, the Spark of Serenity from a previous Harvest Festival is a pretty nice armor to have for that fight.

There was little to restore this year. I appreciate that, Chosen. If we continue to wane, this blessing may come to an end. However, you should worry about yourself first. An obsession that should have grown cold is instead smoldering with clearer intent. The two faces of fear turn to you… hope that one of them is kinder than the other.

Cyclone Wyvern? The wyvern rider war only has a cyclone wyvern rider

It comes from the final boss of Greatest Warrior I. There may not be a popup however. So go back and check in the quest.
