Unfortunately, the quests Belly Of The Beast and The Sweetest Thing are the only quests that drop the Breeze Essence resource item. Rest assured, they do still drop. I managed to obtain them myself as evidenced in this similar question thread, and another player confirmed they obtained it in this question thread.
(It was removed from Voltabolt's Challenge upon its reimagining due to it having only one use in the game and that quest being a popular level grinding location.)
I personally found Belly Of The Beast the more fruitful of the two. Good luck, and happy farming!
