It feels like we really need one of these.

Most non-endgame guides are either severely outdated, no longer available or both. Now even 'Weapons Sorted by Power' directory has been taken down.

What's a guy to do when playing a character below lvl 90?

Grind til level 90 apparently.

But in all seriousness playing through all the story quests should give you access to adequate equipment to experience most of the game. If your struggling to progress through story content you're better off unlocking different armors and raising potion levels. Aside from weapon damage plus a few weapons with special effects (most of which are nerfed into the ground these days) equipment only really gives minor stat bonus which are balanced by enemy scaling. Even just equipping all the DeathKnight items and getting the upgraded versions every 10 levels should adequately carry you to level 80.

For the most part, you really don't have to worry about equipment until the endgame, provided that it's near your level generally and isn't something like Ring Worm, with its -100 elemental resists.
I was wearing the Protectorate items (level 2) until about level 60, when I replaced them with Defender Medal gear.
For low levels, I would focus mainly on making sure you have elemental coverage; you basically always need a Fire, Water, and Light weapon, and then a Silver one for the occasional Darkovia monster.

My Penultimate goal with all my characters is to get the Dragon Amulet Scythe of Elementals since that weapon packs 8 elements in one, keeping me covered for most situations anyway. As to the accessories, i agree that anything near your level at the time is more than adequate for questing through the storyline.
