I've checked under guides but I still have not had any luck finding anything to help me figure out how to use the class at it's fullest capabilities. Am I missing where it's located? Is there such a guide? The moveset guides already posted and updated aren't updated enough to have Paragon in it.

Necro Paragon has the same skills as Necromancer. So any guide for Necromancer also works as a guide to Necro Paragon.

The only up-to-date available guide imo is on the Endgame wiki
