If you've seen how it was released, TCE was going to be a one-off. Meaning it was a one time BDay. Plus, does it have a means to be upgraded at let's say B.M. Moglin? No, it doesn't. Finally, there are already BiS weapons for some of it's elements (Those that I recall of are Metal and Void respectively) that are avail all year long.
Edit: After doing a check, 3 of its 5 elements (Good, Evil, and Void) already have BiS equivalents. Even without those, it's stats are relatively useful still for a lvl 90 player. So yeah, even if quelling the more touchy on rares players is possible, not really a priority.
