So I have been doing some calculations on average DPT, and I don't know if I'm doing something wrong. I just want somebody to confirm if my values are correct, or to show me their own calculations.

With the " recent " change to weapon specials, I tried to see the difference between 20-proc and 0-proc melee weapons. I got these numbers:

Assuming 250 STR/DEX/LUK

Neutral Armor, 0 AMD (100% hit rate):
20-proc: 439
0- proc: 437

FO armor, 0 AMD (100% hit rate):
20-proc: 520
0-proc: 546

It seems that there isn't much difference between the damage of 20-proc and 0-procs, and it turns out 20-proc beats 0-proc in Neutral armors. Is that right?

It should be, yes. A special is worth an extra 10% melee damage, while no-procs gets a *1.08 multiplier for having no special, so weapons with specials should beat no-procs at Neutral.

Alright, thanks Zork!

Also, I was doing calculations and it seems non-0-proc weapons do the same average damage on neutral armors no matter what their proc values are. Is this correct?

Yes.
