after a 11 year hiatus i am back with a new character, but forgot if there is a guide or a way to findout best equip for your lvl? thanks in advance

Welcome back! Unfortunately there's no up-to-date guide for best items for levels below 90 given that you'll outlevel items fast now. Best I could scrounge up is this list of low level easy to get items by AstralCodex. We have this up-to-date doc for the Best Gear (level 90) that you could get in game. Since you're a returning player, I suggest giving this a read, it's a(n) FAQ doc for New/Returning Players. Hope this helps :)
