If monster is immune to status effect x and player use item y that attempt to inflict status effect x on monster then item y deal item y damage plus 0.75 * [melee cost used to attempt to inflict status effect x on monster].

This point of this change is to make certain items a bit more useful in battle. 0.75 can be reduced if monster use boss boast (example: + 20 boss boast mean 0.55 should be used instead of 0.75).
