When I try to upgrade my Legendary Arcane Cutlass of Combustion/Radiance the option is to turn it into a normal lvl 0 scaling Arcane Cutlass of Combustion/Radiance. Since I presume they are equivalent besides lvl scaling being more convenient, the only reason not to do this is rare item hoarding right?
