Angelic Robes directly modifies player Heal resistance.
Given that MP and SP effects that are coded as healing effects are modified by player Heal resistance, yes they would be affected.
I put an emphasis “coded as healing effects” because there are multiple ways to code what we would generally consider “healing”. For example, the MP and SP “heals” from the Zfinity Mind and Soul Gauntlets are not coded as healing, and thus would not be affected by Heal resistance or any modifiers to Heal resistance.
