Have you thoroughly read the conditions for the special to trigger? It explicitly states in its Forum pedia entry:

If equipped and slotted, weakness seeks against targets with positive Fire Resist (inclusive of All Resist)
If so, do you have a special other that the weapon that is slotted? You can only have one weapon special slotted at any point in time for balance reasons, so you cannot, say, mix its weakness seek effect with Lucky Hammer's Crit multiplier bonus. If you're not doing that kind of gig, did you ensure that its special is the one slotted due to equipping a preset build? It's something so easy to not notice if your muscle memory is too engrained to the point it atrophied one's capacity to double-check. If you've paid enough attention to avoid that but still not resolved, then bug report on bugs.artix.com as per due process.
Frustrations that such terms quoted are not in the weapon description? Understandable. But if you think that the equip and slot clause is unfair, well, peeps have abused the Grove Tender Blade's special, which is similarly designed.
Oh, and next time, posts like this should be in Q&A, not in General Discussion (which should be obvious and common sense, which is baffling how many do this unless they're attention seekers) as it does not warrant an in-depth discussion.
