Yup. Healing potions scale with your max health / END investment, so if you have full END, you heal much more than if you have 0 END. (this also counts if a misc, armor, shield, or other effect boosts your END).
Items that specifically boost your healing resistance (it's like all elemental resistances, but negative so that it heals you instead of dealing damage) also increase how much potions heal by, although it won't show visually as changing the amount you heal, the healing popup from the potion will still be the same. There are currently weapons, armors, shields, and miscs that boost healing resistance
