Does anyone know what stat this armor uses when you activate it's overdrive onslaught skill for doing Melee Energy damage?

It deals melee attacks so they will scale with STR. There are a select few niche exceptions however, like when using a CHA scaling weapon, it will override the attack and still scale with CHA. But 99% of the time no matter what weapon you’re using the attack will scale with STR since it becomes locked to Melee type damage
