It really depends. Right now, for example, we have Frostval, a donations contest, and Harvest Fest, and the seasonal events always get their own portal painting in ending shops, as well as a general portal painting, whereas the donation event goes away forever once it's done. Other quests such as wars generally come back in places related to the characters /theme /location in question, however we usually wait to hear from the devs in GGD where they've placed the quest once it's no longer readily available. This doesn't always happen right away.
