If i had to be specific, would buying the painting allow me to get too the venomjade crown misc? Or is it just this years LTS?

no, it will just give you access to the Harvest Festival LTS that just has the Pumpkinspice weapons and some other special seasonal items, if you want to access the Harvest Festival event quests, you have to buy the Harvest Festival painting, there are several Harvest Festival Paintings, each one has a different look and a different year, and there is one from the main harvest festival quest where you have to gather offerings for Serenia. you could whichever painting you like, they all work the same, they send you to a board of selection that has wars and quests that you can replay anytime you want.

and from what im gathering, without their being a harvest fest quest this year, those wont be available right?

They'll probably bring back the Harvest Fest event next week or after that so the event paintings should be available then.
