to do this.
1. filters--render--clouds--difference clouds.. play with settings
2.filters--artistic--GIMPressionist-- scroll down until you see line art2...click apply

3. goto colours--brightnes-contrast and max the contrast and play with the brightness
until you get something like this

additional information:
-filters--whirl and pinch instead of twirl for PS
-when it says set layers to lighten set to lighten only
-when sharpening set it to around 40-50
-instead of using waves use filters--distort--IWarp
