You need GIMP. It's a free image editing program.

Ok, heres a note you might want to add:

When making curves with the paths tool, you can not have the tool in polygonal state.undo this by clicking the 'polygonal' button until it is unchecked.

Photoshop and Illustrator both have them. Flash does as well, but not exactly the same version.

GIMP has the Path Tool, but it's not quite the same thing.

They both have the paths/pen tools,And the skills learned from this can be used in each.In fact,most tutorials for PS can be done in gimp.

Edit:

GIMP has the Path Tool, but it's not quite the same thing.

It's not the same thing,but you can make it do the same thing with right click<Edit<Stroke Path.(Makes path a solid line)
