 I believe you have lure over all wrong.
I believe the correct word we're looking for is "Rule" over all.

Lure over all doesn't fit because it doesn't make sense.
Rule over all however does.

It may be worth noting that the letter frequencies for the two sentences are quite different. This may indicate two separate ciphers (perhaps indicated by the 12 and 15?)

Also of interest is the fact that both sentences use all 26 letters. How often do you see q, x, and z all in one sentence, much less twice?

Cryptonauts, I have studied the missive you were given, and I am dismayed to note that it had incurred some damage during its transit. With careful study of the marred portions, I have been able to reconstruct the message as it was originally intended. Luckily it was only the first line that became blurred, for surely it would have taken much longer to restore it. At this point in time, I can tell you for certain that the first line was to be read as thus:

13: Dml taja aacisa a aoe narl uastdrd rr

I hope this might aid you in your efforts and encourage you to take greater care in your own efforts to transcribe these pieces. Check and recheck each other. Only then can you hope to progress with the correct information.

1 is similar to letter I.Curiously,a letter i was added in the middle of the word aacsa,turning into aacisa.

After the change me and KM2 decided to try a rail and it works the first time through the word.
I found that using 13 the first word would be advised

KM2 found that using 15 in the second part created the word Master

edit: first two words Advised strongly

solved it:

Advise strongly caution autarchs all are jarikzkaa and terror lord mad dark.

Need to reverse.

Well that's an interesting theory :) Is IRC down? I tried earlier and it wasn't up a little later it was and now I can't get on again.
