By "Tag", do you mean Art Tags that you'll find in Creative Art?
If so, first you'll need to choose your Art Program. For example; MS Paint, GIMP, PhotoShop, Flash, Etc.
Then you can use Gallery Rescources to follow great Tutorials to create Tags/Etc. Be sure to start with Novice/Beginner Tuts, otherwise you will be completely confused!
You can use The Student Teacher Orginization to apply for a Teacher/Mentor/Tutor/Etc. to help you and teach you all about art.
Finally, you can use the Gallery Questions & Answers board to ask Art related Questions, as there you will most likely get better art help.

A tag in writing terms is someones font.
Example.
The tags in the above text were: Bold, Italic and Colour #000000.

If you are talking about a title such as ''Helpful!'' ''Creative!'' or ''Friendly!''
You can check out this post by alina.

Other Member Titles

Helpful/!: This title is given to outstanding forum users. To earn the title, they need to be both helpful and have a good attitude. People who actively seek the title will likely not be rewarded with it as "title-seeking" is discouraged. This title usually comes with avatar upload (at the moderator's discretion). A variation of this title is the "Very Helpful/!" title.

Creative/!: This title is mainly given to members of the creative boards (Creative Arts/Legends and Lore). In order to receive this title, members must not only be creative, but also helpful. This title usually comes with avatar upload (at the moderator's discretion). A variation of this title is the "Very Creative/!" title.

Friendly/!: This title is given to forum users who go out of their way to be kind and friendly to other users. They have a positive attitude and are actively participating in the board. They do not meet the requirement for a Helpful title but, because of their contributions to the community deserve recognition.

Constructive/!: This title is given to forum users who consistently contribute in a positive manner to the threads they post in. They have a positive attitude and are actively participating in the board. They do not meet the requirement for a Helpful title but, because of their contributions to the community deserve recognition.

Custom titles: Custom titles are no longer given out to regular forum users except in unusual circumstances. The majority of custom titles you will see a) belong to members of forum staff (or their assistants, who have their duties included in the title) or b) beta testers of the forum, who were rewarded for their help with a custom title. Custom titles usually come with avatar upload privileges.

Contest Titles: Some forum contests include a title as a prize. These contests are not run frequently and will be announced on the forum homepage when they are being run.
Examples of these include: Minion of _____ (Zorbak, Kabroz, etc) and Scavenge hunt winner07.

Located, Here.

As for if your asking if you can change the title from member to something else, you cannot. Or have a little picture there, or have the Archknight text. Sadly, this is all reserved for other rankings, which you can find in the link 'I' provided

@I:
Actually, she changed her name to Alina

If on the slight off chance that you are talking about tags such as '=AE=' or '=AQW=' for example these are added by the Staff of that specific Board to show that it is an official thread.

Apologies, misread.

Beep Beep! ArchKnight AQ / ED

quote:

Staff Assistants
(Staff assistants have the symbol next to their name in boards where they have power.)

ArchKnights (AKs)
Title: ArchKnight (Will include "Arch" or "AK" and the name/s of the board/s they work in)
Responsibility: To help the moderators keep the forum clean. They patrol their assigned boards helping users, watching for and dealing with rules violations (such as spam, flaming, trolling, etc). They issue warnings and recommend bans to the moderators. In addition, they keep an eye out for helpful forum users to bring to the attention of the moderators/administrators. They may have other duties depending on which board/s they work.
Selection: AKs are selected from among helpful forum users (who do not appear to actively be seeking power/advancement) by the head moderator of the board/s they frequent. The head moderator discusses their selection with Circe, the head of the ArchKnights, and if she approves, they are brought aboard.

Quoted from "Forum ranks, groups and titles" "I" also quoted some helpful title information, be sure to check that as well.

The Forgotten
Exquisitely pathological

To add on to Digital X's post, here's a quote from the FAQ stickied at the top of Forum Support.

quote:

There are several different types of special titles.
First off, truly customized titles are generally reserved for Moderators, ArchKnights, and the forum beta-testers. ArchKnights generally have "Arch"-something somewhere in their titles as well as the forums where they work.
Second, there are some titles that are granted for doing something really cool or winning a contest.
Third, there are titles that go with group membership -- such as Advanced Roleplayers.
Fourth, there are titles like Helpful/Creative/Friendly/Constructive, which are granted, respectively, to people who are very helpful and go above and beyond the call of duty to aid their fellow forumites, and to people who really wow us with some cool art or writing.
There is a guide on this subject in the Crucial Forum Information board: Forum ranks/groups/titles
