The capability is in place for the forum staff to do so. But the actual process is only questionably beneficial. Polls, at best, serve only to provide feedback, that furthermore is given instantaneously and without need for actual thought about the choices. In other words, a result from a poll naturally favors previously held convictions and doesn't provide a very objective sample. Then there's the problem of members using the outcome of a poll as evidence (rather than an imperfect statistic) to justify a demand the outcome of the poll be the overriding factor in whether the changes are made or not. So, there are some problems with the organization of a poll to gather feedback. Keep in mind the forum staff considers different factors for quite a while before changes are actually implemented. As an example, before reconstructing one of the forums I head, I spent several months considering different possible outcomes in order to put the best plan into place. Anything we do is to ultimately help the forums, so we spend a lot of time and effort making sure we in fact, are. Addressing your specific example, I'd suggest trying out the new format like Khelios suggested. Chances are the changes will grow on you.
