I think that was made in Paint.

Hello! You can use any program to do that. I use Paint, then use GIMP to blur it a bit (Just makes it shade nicer)

Take my template


And then design your char, or anything else!

actually i made that plushie in GIMP :P
but pretty much any other program can make an equally good plushie
