Where can I post a suggestion that related to all games?

 There isn't really a place for such suggestions. Most suggestions which would encompass every game tend to consist of things which are ruled out by the individual forums -- mass game crossovers or changes to the payment systems.

When all else fails, though, there's always PMing a moderator.

It might be easier to direct you to a place if you give an example of the type of suggestion that you are thinking of.
