The key word here is "suggestion"; suggestions are original ideas that can be implemented or added to something. Feedback is how the current system is working, and how future ideas the team already has can be implemented. It's a fine line, but it keeps input focused for the people working on the game (or system, in this case), and to some extent keeps users from wasting their time making suggestions that have little to no chance of being put in in the foreseeable future. Unfortunately, suggestions for entirely new functionalities for the Master Account are not being accepted.
